The Institute of Cost and Management Accountants of Pakistan (ICMA Pakistan) and the Pakistan Freelancers Association (PAFLA) have signed a Memorandum of Understanding (MoU) to promote professional development, knowledge exchange, research and capacity-building opportunities within Pakistan’s growing freelancing and digital economy. The agreement brings together ICMA Pakistan, a professional body focused on management accounting and related areas, and PAFLA, an organization representing interests connected with Pakistan’s freelance economy. ICMA Pakistan announced the collaboration through its official LinkedIn platform, describing the agreement as a step toward creating additional opportunities for professional and knowledge development in the country’s expanding digital economy. The institute’s official website also listed the post-event report for the MoU with PAFLA among its news releases on September 29, 2026. The collaboration is expected to provide a platform for both organizations to work together around research, professional knowledge and capacity-building activities relevant to freelancers and professionals operating in technology-enabled sectors.
The MoU was signed by Aamir Ijaz Khan, FCMA, CMP, Executive Director of ICMA Pakistan, Dr. Imran Batada, President and CEO of PAFLA, and Amin Ibrahim, Chairman of PAFLA. The signing ceremony was attended by representatives from different departments of ICMA Pakistan, including Asim Husain Khan, Senior Director of MPD and CT; Dr. Maiyra Ahmed, Head of the Research and Publications Department; Muhammad Kaleem A., Head of the Information Technology Department; and Shams Bhimani, Head of the Job Placements and Industrial Linkages Department. The participation of officials from research, information technology and job-placement functions reflects the range of areas connected with the collaboration. ICMA Pakistan also presented a set of publications from its Research and Publications Department to the PAFLA representative during the ceremony, followed by a souvenir presentation. The institute has an established research and publications function covering research papers, professional publications, economic analysis and other knowledge resources. The exchange of research material under the new partnership provides a basis for further knowledge-sharing between the two organizations.
For Pakistan’s freelancing sector, professional development and access to business and financial knowledge can be relevant as freelancers increasingly participate in technology-enabled services and international markets. ICMA Pakistan’s own publications have addressed developments in the country’s information technology and digital economy, including data on ICT exports and freelancers’ remittances. An ICMA analysis of Pakistan’s Economic Survey 2024-25, for example, included coverage of IT and IT-enabled services, ICT exports and freelancers’ remittances as part of the country’s broader digital economy. The new partnership with PAFLA provides an opportunity to connect this type of professional and economic research with the practical requirements of freelancers and other participants in the digital economy. Potential areas of cooperation outlined by ICMA include knowledge exchange, research and capacity building, although the organizations have not yet announced specific training programs, research projects or timelines under the MoU. The collaboration can also create opportunities for discussions around professional practices, business management, financial knowledge and other areas that may be relevant to people working independently or through digital platforms.
The ICMA Pakistan-PAFLA agreement adds another institutional collaboration focused on Pakistan’s evolving digital and freelancing economy. As the two organizations begin implementing the MoU, future activities could provide channels for professional learning, research collaboration and knowledge-sharing between accounting professionals and members of the freelance community. ICMA Pakistan’s corporate relations function already focuses on career development, training, internships and connections between professionals and the corporate sector. The new relationship with PAFLA extends this type of engagement toward an association representing participants in the freelance economy. While details of specific initiatives under the agreement have yet to be announced, the MoU establishes a framework for cooperation between the two organizations. For Pakistan’s digital economy, the partnership highlights the role of professional bodies and industry associations in supporting skills development, research and knowledge exchange alongside the growth of technology-enabled work and freelancing.
