1LINK’s digital payment infrastructure is playing an increasing role in government revenue collection, with digital government payments reaching Rs13.15 trillion during 2025. The development highlights the growing use of electronic payment channels for taxes, government fees, duties and other public-sector collections. Through its 1Bill platform, 1LINK provides a payment infrastructure that connects financial institutions and customers with government payment services, allowing citizens and businesses to complete transactions through digital channels rather than relying entirely on cash or physical bank visits.
The company’s role in government collections has expanded significantly since its first arrangement with the Federal Board of Revenue (FBR) in 2017, when approximately Rs350 million was collected during the first year. Since then, the scope has expanded to cover various government payments, including taxes, duties, fines, fees and licences. According to reporting by Business Recorder, 1LINK processed around Rs13.5 trillion in tax and other government payments during 2025, while digital collections of Rs13.15 trillion were associated with estimated government savings of around Rs8.5 billion.
The transition toward digital government collections is intended to make payment processing faster and more transparent while reducing the operational costs associated with manual collection methods. Bashir Khan, Chief Merchants, Schemes & Alliances at 1LINK, highlighted the shift from traditional cash and branch-based government payments toward digital channels. The company’s infrastructure allows participating financial institutions and payment channels to connect with government departments, giving citizens access to electronic payment options through established banking and digital platforms.
A framework involving the Ministry of Finance, State Bank of Pakistan (SBP) and 1LINK has also been established to support digital government collections at federal and provincial levels. According to the reported information, framework agreements are operational across the country, including Gilgit-Baltistan and Azad Jammu & Kashmir, while government departments can join the payment infrastructure through a simplified accession process. The development is also in line with broader efforts to increase digital payments and reduce dependence on cash for government transactions.
The growing volume of payments processed through 1LINK reflects the expanding use of digital infrastructure for interactions between citizens, businesses and government institutions. The Rs13.15 trillion in digital government collections recorded during 2025 demonstrates the scale of electronic government payments and the role of 1LINK 1Bill in facilitating these transactions.
