tpay has been selected by Vodafone Qatar as its exclusive Direct Operator Billing (DOB) aggregator following a competitive request-for-proposal process, expanding the payment connectivity available to merchants and digital service providers targeting Qatar’s mobile customers. Under the agreement, tpay will provide the connectivity layer through which merchants can offer eligible digital products and services using Vodafone Qatar’s mobile billing ecosystem. Direct operator billing allows consumers to charge qualifying purchases to their mobile account rather than completing a separate card transaction or entering payment details for each purchase. The appointment builds on a relationship between the two companies that began in 2018 and has supported digital service launches including Google Play and the Apple App Store. The new arrangement formalises tpay’s role in connecting merchants with Vodafone Qatar’s billing infrastructure.
Through the agreement, merchants and digital service providers seeking to offer direct operator billing to Vodafone Qatar customers will connect through tpay. This creates a route for digital businesses to integrate mobile-based payments into their services without establishing an individual billing connection with the operator. Depending on the merchant and service, operator billing can be used for eligible digital content, subscriptions and app-based purchases. Consumers may benefit from a payment method linked to their mobile account, while merchants gain access to an established local billing channel. Vodafone Qatar reported approximately 2.1 million mobile subscribers in the first half of 2026, giving the partnership access to a substantial potential customer base. However, the subscriber figure does not represent the number of customers who will use operator billing, and the announcement did not disclose transaction targets, expected revenue or the number of merchants expected to join through the arrangement.
The appointment follows several years of cooperation between the companies. According to tpay, the partnership has supported the delivery of digital payment services, including billing arrangements for Google Play and the Apple App Store. The companies said their existing relationship and operational experience contributed to the latest appointment, which followed a competitive selection process. Işık Uman, Group Chief Executive Officer of tpay, described the agreement as a further milestone in the relationship, while Baran Yurdagul, Chief Operating Officer of Vodafone Qatar, highlighted the companies’ shared focus on reliable and convenient digital experiences. Under the new arrangement, tpay will act as the aggregator connecting participating merchants and service providers to Vodafone Qatar’s billing ecosystem. The announcement does not provide details about merchant onboarding timelines, transaction fees, settlement arrangements or the full range of services that will be available through the expanded agreement.
The agreement also reflects the role of mobile operators in providing payment infrastructure for digital services, particularly in markets where customers may prefer to pay through their mobile accounts. For merchants, direct operator billing can offer an additional payment option and a route to reach customers through an existing telecommunications relationship. For operators, it can support the delivery of digital services beyond basic connectivity. tpay said it is continuing to expand its payment connectivity network beyond the Middle East, North Africa and Turkey into Asian markets, connecting businesses with local payment methods and operator ecosystems. The company has not disclosed specific new Asian market launches as part of this announcement. For Vodafone Qatar, the agreement builds on an established billing relationship while giving digital service providers a defined connection through tpay. Its commercial impact will depend on merchant adoption, consumer usage and the range of eligible services offered through the channel.
