The State Bank of Pakistan (SBP) has launched SMEConnect, a centralised digital portal designed to connect small and medium enterprises (SMEs) with banks and development finance institutions (DFIs) for financing applications. Announced through SH&SFD Circular No. 08 of 2026 on October 29, the platform is intended to provide a single digital channel for businesses seeking financing from financial institutions. The central bank has directed that, effective November 1, 2026, all SME financing applications must be submitted through SMEConnect. Applications received through the portal will be forwarded to the relevant bank or DFI after the necessary verifications. The initiative forms part of SBP’s efforts to develop an SME-friendly financial ecosystem by improving the connection between businesses and financial institutions. The portal is accessible at smeconnect.sbp.org.pk and is intended to make the financing application process more streamlined and digitally accessible for SMEs across Pakistan.
Under the new arrangement, businesses will use SMEConnect regardless of whether they initially approach a financial institution through a physical branch or its digital channels. SBP has instructed banks and DFIs to guide applicants visiting their branches and facilitate them in submitting financing applications digitally through the centralized portal. Similarly, customers who visit a bank’s website or application to apply for SME financing will be directed to SMEConnect. The central bank has also advised financial institutions to prominently display the portal link on their websites and mobile applications and use their available communication and marketing channels to inform potential applicants about the new process. Banks and DFIs are required to take the necessary measures to implement the instructions from November 1. The circular also states that Regulation R-6 of the Prudential Regulations for Small and Medium Enterprise Financing, which requires banks and DFIs to allow applicants to apply digitally for financing, will be withdrawn from the same date as the new centralised arrangement takes effect.
The platform is also expected to improve transparency and provide applicants with greater visibility into the progress of their financing requests. According to reporting on the launch, SME applicants will be able to track application status in real time and view the reasons if a financing request is rejected. The portal’s live dashboard will provide SBP with information on applications received, processed, approved, disbursed and rejected, both at individual bank and DFI level and across the wider industry. This monitoring capability will give the regulator a consolidated view of how financial institutions are handling SME financing applications and provide a clearer picture of activity across the sector. A tutorial video has also been made available on the portal to guide applicants through the application process. However, centralising applications does not mean that financing will automatically be approved. Banks and DFIs will continue to assess applications under their applicable financing policies and requirements, while SMEConnect will serve as the common channel through which applications are submitted and monitored.
SMEs play an important role in Pakistan’s business and economic activity, but access to formal financing remains a significant consideration for businesses seeking to expand operations, purchase equipment, manage working capital or invest in new opportunities. By introducing a centralized application platform, SBP aims to simplify the process of approaching financial institutions and improve the availability of information about financing applications. The initiative also gives the regulator a more consolidated view of how SME financing requests move through the banking system, which may help identify processing trends and areas requiring attention. For business owners, the immediate priority will be understanding the new submission procedure before the November 1 implementation date and using the official portal when applying for financing. Applicants can access SMEConnect at https://smeconnect.sbp.org.pk. The launch represents a change in how SME financing applications are channelled across Pakistan’s banking sector, although the actual availability and approval of financing will continue to depend on the decisions and assessment criteria of individual banks and DFIs.
