BISP Introduces Digital Wallet System for Direct Financial Assistance Transfers

Chairperson of the Benazir Income Support Programme, Senator Rubina Khalid, visited BISP offices in Haripur and Abbottabad to oversee field operations and guide women beneficiaries on the newly introduced Digital Wallet System. During the visit, Senator Rubina Khalid engaged directly with program recipients, listened to their field-level concerns, and issued clear instructions to local BISP officials to resolve all payment and administrative issues on a priority basis. Member of the Provincial Assembly Meher Sultana Advocate alongside other prominent women leaders accompanied the chairperson during the operational review.

Addressing the assembled beneficiaries, the chairperson explained that financial assistance will now be transferred directly into individual digital wallets to modernize fund distribution. Under the updated mechanism, beneficiaries will receive an automated SMS notification as soon as funds are credited to their accounts, granting them the flexibility to withdraw cash at their convenience from any authorized retailer. To ensure complete transaction visibility and minimize payment-related complaints, a follow-up SMS confirmation containing full withdrawal details will be dispatched immediately after every cash payout.

To safeguard the digital transaction process, Senator Rubina Khalid urged beneficiaries to acquire the free official Benazir SIM exclusively through designated BISP offices. Recipients were advised to present their original Computerized National Identity Cards and personal mobile devices when collecting their registered SIM cards. Furthermore, the chairperson issued a strict advisory warning beneficiaries against handing over their mobile phones or security credentials to third-party agents and retail operators during transaction processing, emphasizing the importance of personal data privacy and account security.

The newly deployed interoperability infrastructure represents a significant advancement in social safety net distribution across Pakistan. By leveraging an open banking model, the digital wallet framework enables beneficiaries to access and withdraw their financial aid from authorized retail agents affiliated with any participating partner bank, regardless of their geographical location. This nationwide flexibility removes location-based constraints, reduces physical crowding at payment centers, and empowers marginalized women to manage their disbursements through reliable digital banking channels.

During her stop in Abbottabad, Senator Rubina Khalid reiterated the necessity of protecting registered SIM cards and maintaining strict vigilance against illegal fee deductions by unscrupulous agents. Beneficiaries were advised to reject any unauthorized surcharges and immediately register complaints through BISP field offices or the formal complaint management system for prompt regulatory action. Concluding her regional tour, she directed BISP staff to maintain active guidance and assistance desks so that every beneficiary can navigate the digital platform with confidence and ease.
