Pakistan Single Window Integrates Key Departments for Trade Efficiency

Pakistan Single Window (PSW) has taken a significant step by integrating seven major government organizations, including provincial revenue authorities and the Drug Regulatory Authority of Pakistan (DRAP), to facilitate data exchange during import and export clearances. This initiative, announced through SRO.2076(I)/2024 issued by the Federal Board of Revenue (FBR) on Friday, is set to apply retrospectively from July 1, 2024.

The PSW platform, already fully integrated with banks, now extends its reach to include the Department of Plant Protection, Animal Quarantine Department, Federal Seed Certification and Registration Department, Pakistan Standard and Quality Control Authority, Marine Fisheries Department, Sindh Excise, Taxation, and Narcotics Control Department, Pakistan Mercantile Marine Department, and the Export Development Fund. Additionally, it encompasses DRAP, the Trade Development Authority of Pakistan (TDAP), the Special Technology Zone Authority (STZA), Pakistan Tobacco Board (PTB), and provincial revenue authorities such as KPRA, BRA, and PRA.

Under PSW’s business process reforms, 96 previously paper-based documents have been replaced with electronic verifications. Sources indicate that the government has urged provincial authorities to collaborate with PSW to enhance its reach and strengthen trade and business activities across Pakistan. Emphasis has been placed on involving all stakeholders and ensuring the system’s security.

The PSW not only automates existing processes but also undertakes extensive business process reengineering to eliminate redundant steps. Trade-related documents have been standardized and equipped with QR codes, while information requirements are harmonized for greater efficiency. These measures streamline processes, making cross-border trade more accessible and efficient.

Sources also highlighted the PSW’s efforts to revise the transit trade regime, advocating for a uniform cross-border trade procedure instead of different regimes for various countries. This uniformity aims to simplify and enhance the trading experience for all stakeholders.

In a move to facilitate international collaboration, the PSW is now connected with the “China International Trade Single Window.” This integration is expected to eliminate under-invoicing of imported goods and expand data exchange between Pakistan and China. The scope includes full transmission of Goods Declaration data, phyto-sanitary certificates, certificates of origin, and shipping and logistics data, enabling advanced risk management and faster clearance of goods.

Importers can now choose from a range of pre-inspection companies for agricultural imports. Furthermore, the digitization of agriculture-related imports and exports ensures seamless processes and enhanced traceability. The integration of multiple departments and automation of trade procedures mark a significant milestone in Pakistan’s journey towards a more efficient and transparent trade ecosystem.
