Pakistan to Digitize Public Services Under $77 Million World Bank-Backed DEEP Initiative

The Government of Pakistan has formally launched efforts to digitize public service delivery through the $77.73 million Digital Economy Enhancement Project (DEEP), supported by the World Bank. The Ministry of Information Technology and Telecommunication (MoITT) will oversee the project, which marks a major stride in transforming governance through digital innovation and citizen-centric platforms.

As part of the initiative, the government has moved forward with plans to hire a consultancy firm to lead the design, planning, and execution of the digital transformation strategy. This firm will play a central role in analyzing and streamlining public services, designing a robust national citizen portal, and laying the foundation for a digital-first government framework across federal and provincial levels.

At its core, DEEP is focused on enhancing the government’s capability to provide efficient and accessible public services through digital means. The selected consultancy will first conduct a comprehensive evaluation of current public service offerings across various departments. This will include building an exhaustive inventory of services, identifying inefficiencies and service gaps, and prioritizing areas for digital overhaul. A significant aspect of the project is business process reengineering, which aims to simplify procedures, increase operational efficiency, and significantly improve the user experience for both citizens and businesses.

The digital transformation will be underpinned by the development of a nationwide Pakistan Digital Government Enterprise Architecture. This system will unify siloed departments and establish integrated workflows and data-sharing mechanisms, enabling a whole-of-government approach. The architecture will redefine operational responsibilities across technology, data, service, and business domains, leading to seamless collaboration and a more agile public administration system.

To ensure public accessibility, the project also includes the development of a highly secure and scalable super app and web portal. These platforms will aggregate services from multiple government agencies, support multi-channel access, and deliver a consistent and intuitive user interface. The platforms will also feature integrated secure payment options, allowing users to perform digital transactions efficiently and safely.

In line with international best practices, the firm must ensure rigorous data security and privacy protocols. The digital platforms will adhere to both local and international cybersecurity standards, with full system validation, vulnerability assessments, and penetration testing planned to preemptively address any potential threats. Additionally, the consultancy will be tasked with maintaining comprehensive documentation, regulatory compliance, and transparency throughout the development lifecycle.

Legal alignment and data-driven decision-making will be foundational to the project’s governance. The firm must produce regular progress reports, facilitate performance tracking, and ensure regulatory compliance across all technical and operational aspects. High standards of quality assurance will be applied through meticulous testing protocols, performance validation, and system functionality checks.

DEEP represents a significant step toward reimagining how the government interacts with its citizens. Once implemented, the project will streamline service delivery, promote transparency, reduce administrative costs, and improve public trust in digital governance. Furthermore, it aligns with broader national goals such as expanding digital access, enhancing tax compliance, and attracting digital investments. This initiative has the potential to not only modernize public administration but also lay the groundwork for a resilient, inclusive, and digitally connected Pakistan.
