The Government of Pakistan has announced an independent audit of its nationwide cashless economy initiative, marking a major step toward strengthening transparency, accountability, and performance oversight in one of the country’s most significant digital transformation efforts. The move reflects the state’s commitment to evaluating the program’s policy framework, execution quality, and long-term impact as Pakistan accelerates toward a digitally enabled financial landscape.
The cashless economy initiative, overseen directly by the Prime Minister, aims to shift public and private sector payments toward secure digital channels. The government’s overarching vision focuses on expanding financial inclusion, improving service delivery, and curbing inefficiencies and leakage in financial transactions. By ordering an independent evaluation, authorities seek to ensure that the initiative remains aligned with international best practices, delivers measurable results for citizens and businesses, and maintains strong governance standards.
The audit will examine the overall program design, execution, digital infrastructure readiness, and stakeholder engagement. It will also assess system efficiency, adoption rates, and the initiative’s effectiveness in encouraging citizens, merchants, and institutions to adopt digital payment methods. This review is expected to help refine national policies and accelerate the transition toward a cash-light, transparent economy.
A key component of the initiative is the development of a Digital Public Infrastructure (DPI) framework to support digital payments through the RAAST instant payment system. Alongside payment innovations, the government is working on implementing a national data exchange platform and a single-sign-on digital identity layer to streamline public service access. These technology layers are designed to build a digitally cohesive ecosystem that improves transaction reliability, interoperability, and service access.
To promote widespread acceptance of digital payments, the government is incentivizing merchants across the country through QR code deployment, reduced transaction fees, and duty cuts on payment devices. These incentives aim to drive adoption among small businesses and retail operators, accelerating mainstream digital commerce usage.
A senior government representative highlighted the significance of the effort, stating that the transition toward a cashless economy is intended to create a transparent, inclusive, and efficient digital financial environment. With the government directly championing the initiative, Pakistan is positioning itself to build confidence in electronic transactions and modernize its economic systems.
Connectivity infrastructure development is also a core priority to support rapid digitization. The government has abolished Right-of-Way charges for telecom operators to speed up fiber deployment and improve national connectivity. Key organizations including Pakistan Railways, the National Highway Authority (NHA), and the Capital Development Authority (CDA) have already implemented zero-charge policies, while provinces are expected to follow suit.
A steering committee chaired by the Prime Minister is supervising the initiative, supported by three subcommittees dedicated to digital payments innovation, infrastructure enhancement, and digitization of government payments. These bodies are tasked with ensuring systematic progress, stakeholder coordination, and policy discipline.
To guarantee independent oversight and expert evaluation, the government will hire an international consultancy firm through a competitive tendering process. The selected firm will conduct a detailed review and provide recommendations to strengthen implementation and align the initiative with global benchmarks for digital transformation.
The audit signifies a proactive step toward ensuring the program’s integrity and future-readiness, reinforcing Pakistan’s strategic pursuit of a modern, efficient, and transparent financial ecosystem.
