HugoBank has completed its licensing process after receiving regulatory approval from the State Bank of Pakistan (SBP), marking a major milestone for the digital retail bank as it prepares to expand its presence in Pakistan’s financial services market. The development follows the bank’s earlier progression through the SBP’s digital banking licensing framework.
The bank had previously received in-principle approval from the SBP in 2023 to operate as one of the country’s prospective digital retail banks. Earlier this month, HugoBank also received approval to begin limited-scope pilot operations, allowing it to test its products, banking systems and operational readiness with a controlled customer base before moving toward a broader launch.
HugoBank has positioned its digital banking platform around simplified financial services, accessibility and customer convenience. Its planned services include digital savings, payments, bill management and other everyday banking capabilities, with the bank aiming to provide customers with a technology-driven alternative to traditional banking experiences.
The completion of the licensing process represents another step in Pakistan’s expanding digital banking sector, where new entrants are seeking to use technology to deliver financial services through digital-first platforms. HugoBank’s progression also reflects the SBP’s continued development of a regulatory framework for digital retail banks, with controlled pilot operations serving as an important stage before wider commercial activity.
