Benazir Income Support Programme and 1LINK Unveil Interoperable Payment Solutions for Beneficiaries

The landscape of social protection and digital financial services in Pakistan marks a revolutionary milestone as the Benazir Income Support Programme officially enters into a strategic partnership with 1LINK and its designated Partner Financial Institutions. This landmark agreement introduces interoperable payment withdrawals for millions of program beneficiaries across the country, transforming how government financial assistance is distributed and accessed. By integrating advanced digital payment mechanisms, the initiative aims to enhance the dignity, security, and convenience of social safety net cash transfers while driving robust national financial inclusion numbers.

The official signing ceremony brought together distinguished leadership and prominent stakeholders from across the public sector, regulatory authorities, and commercial banking industries. The prestigious event was graced by Senator Ms. Rubina Khalid, Chairperson of the Benazir Income Support Programme, alongside high-ranking officials representing the State Bank of Pakistan. Additionally, Dr. Asmat Nawaz, Additional Secretary for the social welfare organization, and Mr. Najeeb Agrawalla, Chief Executive Officer of 1LINK, participated as core signatories, underscoring the deep structural alignment between the state social registry and the country’s central payment switch ecosystem.

A critical element of this financial transformation is the active involvement of six major commercial and microfinance institutions that form the core of the partner network. Senior representatives from Habib Bank Limited, Bank Alfalah, The Bank of Punjab, HBL Microfinance Bank, Easypaisa, and Mobilink Microfinance Bank attended the ceremony to formalize their technical and operational commitments. The collaborative effort was further supported by Mr. Muhammad Bashir Khan, Chief of Merchants, Schemes and Alliances at 1LINK, whose specialized teams will manage the technical execution, interoperability frameworks, and system networks required to keep the payout architecture active and smooth.

Under this modern payment model, beneficiaries are no longer restricted to limited dedicated points of sale or specific banking agents to receive their critical financial aid. The interoperable network enabled by 1LINK allows users to safely access their funds through a vastly expanded ecosystem of automated teller machines, point of sale devices, and mobile wallet networks managed by any of the participating financial institutions. This development addresses long-standing challenges associated with long queues, geographic barriers, and operational inefficiencies that previously impacted marginalized populations during disbursement cycles.

By establishing an open digital infrastructure, the initiative also aligns closely with the digital transformation guidelines set forth by the State Bank of Pakistan. It serves as a prime model for public private partnerships aimed at creating transparency, minimizing financial leakages, and fostering economic empowerment for women who make up the primary recipient base of the welfare fund. The transition toward a fully interoperable payout network marks a decisive shift away from legacy digital payout structures, setting a brand new standard for the deployment of secure and collaborative nationwide financial initiatives.
