The Securities and Exchange Commission of Pakistan (SECP) has issued a Targeted Financial Sanctions (TFS) Guidebook for its regulated entities, outlining the compliance procedures financial institutions should follow to prevent terrorist financing and other illicit activities. Announced on October 13, 2026, the guidebook provides practical guidance on meeting applicable sanctions requirements and reducing the risk of financial services being misused for unlawful purposes. The initiative aims to promote consistent implementation of targeted financial sanctions across sectors regulated by the commission and improve safeguards protecting Pakistan’s financial system. It also supports the country’s wider efforts to strengthen compliance with anti-money laundering, counter-terrorism financing and proliferation financing requirements.
The guidebook explains the procedures regulated entities should follow when screening customers, prospective customers and beneficial owners against relevant sanctions lists and official notifications. Financial institutions are expected to assess potential matches carefully and take the required action when dealing with designated individuals or entities. These measures include freezing funds and assets without delay where required and reporting relevant information to the appropriate authorities within the prescribed time. Screening and verification procedures are important because they help institutions identify potential sanctions risks before financial services are used to move or manage funds associated with prohibited activities. The guidebook is intended to clarify these responsibilities and help regulated entities incorporate the relevant requirements into their existing compliance processes.
In addition to customer screening, the SECP guidebook highlights the importance of maintaining clear internal procedures, conducting regular checks, keeping appropriate records and ensuring that employees understand their compliance responsibilities. Effective internal controls can help institutions identify potential risks, document decisions and respond consistently when possible sanctions matches arise. Staff awareness is particularly important because compliance requirements must be understood and followed by the employees responsible for onboarding customers, reviewing transactions and managing financial relationships. The commission has encouraged its regulated entities to use the guidebook to assess their existing arrangements and identify areas where procedures may need improvement. Such reviews can help institutions maintain more consistent controls across their operations.
The publication follows a series of awareness sessions conducted by the SECP in collaboration with the National Counter Terrorism Authority (NACTA). These sessions focused on improving understanding of targeted financial sanctions among entities regulated by the commission. Together, the training activities and the guidebook are intended to support implementation of Pakistan’s Anti-Money Laundering, Countering Financing of Terrorism and Proliferation Financing framework. Targeted financial sanctions form an important part of efforts to restrict access to financial resources by designated persons and entities. Effective implementation requires institutions to maintain suitable screening systems, understand the applicable legal requirements and act promptly when sanctions obligations arise. The guidebook provides a practical reference to support these activities across the regulated financial sector.
The SECP has clarified that the guidebook should be read alongside applicable laws, regulations, directives and notifications and does not replace existing statutory or regulatory obligations. Regulated entities must therefore continue to comply with all relevant legal requirements when implementing their sanctions procedures. For Pakistan’s financial services industry, the initiative highlights the importance of regulatory compliance, risk management and internal controls in protecting the integrity of financial transactions. Consistent application of targeted financial sanctions can help reduce exposure to terrorist financing and proliferation financing risks while supporting confidence in the country’s financial system. The guidebook represents another step in the SECP’s efforts to improve awareness and encourage a more consistent approach to sanctions compliance among the institutions under its supervision.
