Federal Government Establishes GPRTU to Integrate Public Payments With Raast

The federal government has initiated a major reform within Pakistan’s public financial management ecosystem by establishing the Government Payments and Receipts Transformation Unit within the Finance Division. The specialized unit is tasked with leading the technical and operational integration of federal public sector institutions with Raast, the country’s flagship instant payment system developed by the State Bank of Pakistan. By linking government financial flows directly to the national digital payment rails, the initiative aims to build a secure, standardized, and fully interoperable digital ecosystem capable of handling large-scale public disbursements and real-time revenue collection across ministries and executive departments.

According to official communications from the Finance Division, the newly established unit will spearhead the design and deployment of comprehensive end-to-end digital payment and receipt platforms across federal institutions. Historically, public sector transactions, vendor payments, payroll distributions, and non-tax revenue collections relied heavily on manual processing routines, physical paper documentation, and decentralized banking channels. These conventional workflows frequently resulted in operational delays, elevated administrative costs, and limited real-time visibility into public cash flows. By transitioning government financial operations onto the Raast platform, the federal government intends to drastically reduce transaction processing times, enhance fiscal transparency, and strengthen overall public financial governance.

To execute this complex technological mandate, the Finance Division is mobilizing specialized technical and operational leadership across several key domain roles. A Solution and Enterprise Architect will lead the core technical integration of government legacy software with Raast, designing system architectures, conducting infrastructure readiness assessments, enforcing State Bank of Pakistan technical standards, and overseeing rigorous system testing and cybersecurity protocols. Supporting the architectural framework, an Infrastructure and System Engineer will deploy and manage high-availability, fault-tolerant infrastructure, establishing system resilience, disaster recovery protocols, and uninterrupted operational continuity for the national government payment gateway.

Parallel to the technical integration, operational and regulatory frameworks are being restructured to ensure seamless adoption across federal entities. A Business Analyst and Process Optimization Specialist will review existing payment workflows across public sector organizations, identifying operational bottlenecks and re-engineering processes to facilitate a smooth migration to digital payment channels. Concurrently, a Compliance and Financial Operations Lead will manage regulatory oversight, automated reconciliation systems, financial risk governance, and internal audit controls. This structured approach guarantees that all electronic transactions comply fully with central bank regulations, federal treasury rules, and statutory reporting requirements.

The establishment of the Government Payments and Receipts Transformation Unit represents a decisive milestone in Pakistan’s broader digital public finance evolution. By centralizing federal disbursements and collections through a unified, secure, and interoperable digital platform, the government is setting a new benchmark for public sector efficiency and administrative modernization. As the unit begins implementing integration frameworks across ministries, the seamless connection to Raast is expected to optimize cash management, eliminate revenue leakage, and expand digital financial inclusion by creating a direct, frictionless bridge between the state treasury and citizen bank accounts nationwide.
