Punjab Embarks on Digital Transformation of Fruit and Vegetable Markets to Boost Transparency and Revenue

The Punjab government has launched an ambitious initiative to digitize fruit and vegetable markets throughout the province, following clear directives from Chief Minister Maryam Nawaz. This step marks a significant stride toward modernizing agricultural supply chains, enhancing price monitoring, and creating a transparent marketplace ecosystem across Punjab.

At the heart of this transformation is a plan to implement comprehensive digital systems that will not only streamline daily operations in wholesale fruit and vegetable markets but also make real-time data on pricing and transactions accessible to regulatory bodies. By doing so, the provincial administration aims to curb malpractice, eliminate artificial price inflation, and offer consumers fair market rates.

Secretary Price Control, Dr. Ehsan Bhutta, recently chaired a high-level review meeting attended by key officials, including Director General of the Punjab Agriculture Marketing Regulatory Authority (PAMRA), Tariq Basra. During the session, Basra provided a detailed briefing on departmental operations, highlighting current projects aimed at driving digital adoption in market operations.

The meeting also spotlighted the government’s decision to outsource the collection of market fees across Punjab. This outsourcing strategy has already led to a remarkable increase in revenue collection, demonstrating how private sector involvement can enhance efficiency in public sector initiatives. Building on this success, Dr. Bhutta urged for an expansion of the outsourcing model to ensure that revenue targets for the department continue to grow.

As part of a broader market reform strategy, the Secretary has instructed that the Kacha Fruit and Vegetable Market be developed into a model marketplace by November this year. This will serve as a blueprint for other markets in the province, showcasing best practices in digital operations, sanitation, and transparent fee management. To support this, sanitation duties for the market have been officially assigned to the Lahore Waste Management Company (LWMC), ensuring a cleaner and healthier trading environment.

Recognizing that technology alone cannot drive transformation, Dr. Bhutta also emphasized the importance of enhancing human resources. He directed that specialized training modules be promptly developed under the PEHAM (Performance Enhancement and Human Asset Management) program. This initiative is designed to upgrade the skills and operational capabilities of officers and market staff, equipping them to manage new digital platforms effectively and deliver better service to both traders and consumers.

Moreover, the Secretary warned that strict actions would be taken against market committees that fail to achieve their annual performance targets. This underlines the government’s firm resolve to instill a culture of accountability and continuous improvement within market management bodies.

The digitization of Punjab’s fruit and vegetable markets signals a new era for the province’s agricultural commerce. By leveraging technology to track prices, optimize revenue collection, and ensure transparent operations, the Punjab government is setting the stage for a modern agritech framework that could eventually serve as a model for other provinces and sectors.

This forward-looking approach is expected to not only safeguard farmer interests and stabilize consumer prices but also open doors for future integration with fintech solutions such as digital payments and supply chain financing, laying the groundwork for a robust and digitally enabled agri-economy in Pakistan.
