NCGCL Partners with CEFIL to Expand Financing for Electric Mobility in Pakistan

Renewables First and Hyfin’s Clean Energy Finance Innovation Lab (CEFIL) has signed a Memorandum of Understanding with the National Credit Guarantee Company Limited (NCGCL) to support financing for Pakistan’s growing electric mobility and clean energy sectors. The partnership comes as electric two- and three-wheelers gain momentum in the country, while limited access to formal financing continues to restrict wider adoption. The initiative is focused on creating financial mechanisms that can help address this funding gap and make clean mobility investments more accessible.

Under the partnership, CEFIL and NCGCL will work on designing credit guarantee facilities and financing frameworks aimed at reducing lending risks for financial institutions. By providing greater risk-sharing mechanisms, the initiative is expected to help unlock commercial capital for businesses and projects operating in Pakistan’s e-mobility market. The framework will particularly support the financing requirements associated with electric two- and three-wheelers, which are becoming an increasingly important part of the country’s transition toward cleaner transportation.

The collaboration also extends beyond electric mobility to the broader clean energy sector, creating opportunities for financing structures that can support sustainable energy investments. Credit guarantees can play an important role in encouraging lenders to participate in emerging sectors where financing risks may otherwise limit capital availability. Through the planned facilities, the partners aim to develop practical financing models that can connect commercial lenders with businesses and projects contributing to electrification and clean energy adoption.

The agreement highlights the growing role of financial innovation in supporting Pakistan’s energy transition. As demand for electric mobility increases, access to suitable financing will remain an important factor in enabling manufacturers, businesses, and consumers to adopt electric technologies at scale. The collaboration between CEFIL and NCGCL is therefore expected to contribute to the development of financing frameworks that can reduce barriers to investment while supporting the expansion of Pakistan’s e-mobility market and wider clean energy ecosystem.
