Jazz has launched a major nationwide initiative to support the Prime Minister’s vision of creating a transparent, cashless and digitally empowered Pakistan by beginning the rollout of free SIMs for two million women registered under the Benazir Income Support Programme. Of these, 1.7 million SIMs are already pre-linked with JazzCash mobile wallets, giving previously unbanked beneficiaries their first structured entry into the country’s digital financial system. The effort aims to ensure that some of Pakistan’s most vulnerable women are equipped with the tools they need to participate fully and safely in the digital economy.
This development follows the Prime Minister’s clear direction to mobile operators to issue free SIMs to eligible BISP recipients, enabling them to transition from informal and cash-based systems to more secure, efficient digital payment channels. The move is considered a landmark step in modernizing Pakistan’s social safety net by replacing physical cash disbursements with digital transfers that are both traceable and protected from intermediaries and leakages.
Under the new distribution model, beneficiaries will receive free Jazz SIMs that are linked directly to a JazzCash wallet. Future BISP disbursements will be deposited into these wallets, providing women with an accessible and secure method of handling funds. With these digital tools, recipients can withdraw money safely, make payments digitally and gain access to essential financial services without depending on middlemen or risking theft that often accompanies cash-based transactions. For many women, this will be their first experience with mobile wallets, their first digital identity and their first opportunity to manage finances independently.
With more than ten million women currently registered under BISP, the initial rollout for two million beneficiaries marks the beginning of a large-scale transformation. Jazz has stated its readiness to expand support further as Pakistan accelerates the shift toward a fully cashless social welfare structure. This move not only strengthens transparency but also enhances the resilience of the country’s financial ecosystem by reducing fraud and improving accountability.
Jazz CEO and Mobilink Bank Chairman Aamir Ibrahim emphasized that the Prime Minister’s leadership is reshaping the way Pakistan delivers social support. He stated that the introduction of free SIMs and digital payment mechanisms provides dignity, privacy and direct financial control to millions of women who have historically been excluded from the formal financial system. According to him, this shift represents a major step toward a more equitable and technologically capable Pakistan.
SIM distribution has already begun across Sindh and is being expanded to designated regions in Punjab, Khyber Pakhtunkhwa and Balochistan. With the activation of mobile wallets, beneficiaries will be able to manage funds, pay utility bills, save money and engage in digital transactions with greater confidence and autonomy. This expands their economic participation, strengthens household resilience and reduces the risks commonly associated with cash-based disbursements.

By aligning its efforts closely with national digitalization priorities, the company continues to support the government in modernizing social protection systems and ensuring secure financial flows.
