Islamabad Goes Cashless: M-Tags and Digital Parking System to Reshape Urban Mobility

Islamabad is moving decisively toward a cashless and digitally integrated future, as the Capital Development Authority (CDA) announces the rollout of a mandatory M-Tag vehicle identification system and a citywide digital parking solution. These reforms mark a major step in reshaping the capital’s urban infrastructure with the aim of boosting efficiency, enhancing surveillance, and reducing congestion.

The announcement was made by CDA Chairman and Chief Commissioner of Islamabad, Muhammad Ali Randhawa, during a high-level meeting at CDA Headquarters. The session was attended by CDA Board members, Director Generals, Islamabad’s Deputy Commissioner, Excise and Taxation Officers, ICT officials, and other senior authorities. The decision underscores a shift in city planning philosophy toward smart governance and digital-first public services.

Under the new directive, all vehicles entering Islamabad will be required to have an M-Tag, an electronic identification tag previously used on motorways and toll plazas. Without the M-Tag, vehicles will be denied entry into the federal capital. This step is intended to facilitate digital monitoring, reduce bottlenecks at checkpoints, and increase traffic efficiency at entry points.

Alongside the mandatory M-Tags, the CDA is launching a digital parking system that replaces traditional cash-based transactions with mobile payment alternatives. The initiative will begin in key commercial and high-traffic zones where smart parking meters will be installed. The parking fee will be variable, depending on the congestion level of each area—higher charges will apply in busier localities, in a bid to encourage more efficient use of parking spaces.

“Islamabad has already begun transitioning to a digital parking model,” stated Chairman Randhawa. “We aim to reduce traffic congestion and save citizens’ time by allowing them to reserve parking spots through mobile apps or online platforms using cashless payment options.”

The digital parking system will be supported by a dedicated mobile application and QR code infrastructure, allowing users to book parking slots and pay seamlessly using smartphones, mobile wallets, and debit or credit cards. This transition is expected to eliminate illegal parking practices and minimize the hassle of manually searching for parking.

Randhawa also highlighted further digital transformations underway, notably the CDA’s One Window Facilitation Center, which is being upgraded to support mobile and online payments for services such as utility bills, property dues, and parking fees. QR code scanning, bank card processing, and mobile app support will soon become standard across civic services.

Authorities believe these changes will not only improve traffic and parking management but also enhance citywide surveillance and security. By tracking vehicle inflow and outflow with real-time data from M-Tags and smart meters, law enforcement agencies will gain better situational awareness and quicker response capabilities.

To ensure a smooth transition, daily traffic flow surveys will be conducted, and public awareness campaigns will accompany the phased implementation of these systems. With this initiative, Islamabad sets a new benchmark for urban digitization in Pakistan, pushing forward its vision of becoming a smart and secure city driven by technology.
