The Benazir Income Support Programme (BISP) has rolled out a digital wallet payment system for its beneficiaries, aiming to make the distribution of financial assistance more transparent, secure and convenient. According to BISP Chairperson Senator Rubina Khalid, around 90% of women beneficiaries have already been registered under the new system, marking a significant shift in how social protection payments are delivered across Pakistan.
Under the new mechanism, beneficiaries will receive their stipends through digital wallets instead of relying entirely on traditional cash-disbursement channels. The system is designed to give women greater control over their payments while reducing dependence on intermediaries and limiting opportunities for unauthorized deductions. The broader digital payment model also allows beneficiaries to access their funds through participating banks and retailers, increasing convenience across different locations.
The initiative is part of BISP’s wider effort to modernize its payment infrastructure and improve financial inclusion among low-income households. The programme has been working to shift beneficiary payments toward an interoperable digital system, under which funds can be credited directly to wallets and withdrawn through participating financial institutions rather than being tied to a single payment provider.
The move is expected to improve transparency in the distribution of social assistance while reducing the physical burden on beneficiaries who previously had to visit designated payment points. It also supports Pakistan’s broader transition toward digital financial services by bringing millions of social protection recipients into formal digital payment channels.
