The National Credit Guarantee Company Limited (NCGCL) has signed a Memorandum of Understanding (MoU) with the Lahore University of Management Sciences (LUMS) for the Pakistan Battery Swapping Network, a climate finance initiative supported through a financial contribution from the Mitigation Action Facility (MAF). The partnership aims to address one of the key barriers to wider adoption of electric three-wheelers in Pakistan by improving access to formal financing for battery-swapping infrastructure and electric mobility.
Under the partnership, NCGCL will manage the first-loss guarantee funds provided by MAF. The mechanism is designed to enable credit guarantees that can mobilize commercial capital through partner banks. By sharing part of the lending risk through guarantees, the framework is intended to encourage financial institutions to provide financing for the development of Pakistan’s battery-swapping network and related electric mobility infrastructure.
Electric three-wheelers equipped with swappable batteries are being positioned as a potential solution for cleaner and more affordable urban transportation. However, limited access to formal financing has remained a barrier to broader deployment. The credit guarantee structure is intended to help address this challenge by giving partner banks additional risk coverage when financing projects and businesses associated with the battery-swapping network.
NCGCL will work with LUMS and participating banks to operationalize the financing framework and facilitate the flow of commercial funding toward the initiative. The collaboration brings together financial risk-sharing, academic expertise and climate finance to support the expansion of electric mobility infrastructure across Pakistan.
The initiative could also contribute to the development of a wider financing ecosystem for sustainable transportation. By reducing lending risks for participating banks and facilitating access to commercial capital, the Pakistan Battery Swapping Network aims to support the deployment of electric three-wheelers and battery-swapping infrastructure while advancing cleaner urban mobility solutions nationwide.
